The Investigator is hosting this exclusive one day CPD event that is led by Independent Digital
Expert Phil Tomlinson, who recently retired as Head of Digital Intelligence Services at the
Phil performed a variety of roles over his 30 years, which has given him a unique insight into the
use of digital strategies - and utilising data during complex criminal and terrorist investigations.
As well as being a Counter Terrorism SIO within the Counter Terrorism Command (SO15) – Phil
was the Programme Director and later Head of the National Digital Exploitation Service for
Counter Terrorism Policing. In this role he had overall responsibility for the delivery of digital
capabilities to support over 500 Terrorist Investigations in London and elsewhere.
Phil has presented internationally to law enforcement on the use of digital strategies and managed
the deployment of ground-breaking digital techniques that led to the UK’s first conviction of a UK
Foreign Fighter in Syria. Phil also provided expert evidence to the House of Lords Select
Committee on Internet Regulation.
Most recently Phil has worked on the transformation of digital services within the MPS and has introduced new systems, processes and software capabilities to tackle Serious and Organised Crime. He leaves after 30-years as the Head of Digital Intelligences Services for the MPS

What is a digital strategy and what is its role in the overall investigation strategy?
How do you devise a digital strategy and ensure it reflects the needs of an investigation?
How do you successfully implement your digital strategy and ensure that it remains a live document that changes and evolves to reflect the needs of the investigation
We’ll share a sample template and provide a practical step by step approach of how to use the template to build your strategy.
We’ll also provide practical advice on how to engage with SIOs and other members of the investigation in order to ensure the investigation maximises the wealth of digital intelligence opportunities that are now available and how to legally and ethically obtain that data.
