


New strategies to investigate non-contact sexual offending, 20 March 2025
Agenda is now live for our workshop that considers contemporary issues around the investigation of non-contact sexual offending; an important part of the Violence Against Women and Girls (VAWG) agenda.
Features new guidance, research and investigative strategies to inform the operational environment.
Non-contact sexual offences involve no physical contact between the perpetrator and the victim but can still be extremely distressing and traumatising and are now criminal offences.
These offences include: upskirting, down-blousing, cyber flashing, indecent exposure, Voyeurism, spiking, catcalling and stalking.
The recent rapes and murders of Sarah Everard and Libby Squire by men with histories of committing acts of incident exposure and/or voyeurism have highlighted the link between non-contact sexual offending and serious sexual offences.
This makes it vital for investigators to develop a greater understanding of the serious nature of non-contact sexual offending and to introduce strategies to prevent perpetrators going on to commit sexual offending.

2.10pm-3pm: Understanding online non-contact sexual offending behaviour including cyber flashing and the link between online offending and in-person offending, Michael Sheath, recognised international expert and trainer for Europol’s Combating the Online Sexual Exploitation of Children (COSEC) course
