Analysis in Action: Understanding the Cambridge Crime Harm Index, 25 February 2026

 

A must attend workshop that examines the Cambridge Crime Harm Index (CCHI) and its role in mapping harm, guiding, targeting and measuring performance. It provides guidance and best practice to analysts as to how to use the CCHI in their operational analysis.

The Cambridge Crime Harm Index (CCHI) is a tool developed by the Cambridge Centre for Evidence Based Policing to measure the harm caused by different types of crime, which allows for better resource allocation by police.

Instead of counting crimes, it assigns a ‘harm score’ to each offence based on the starting point sentence the offence would receive according to sentencing guidelines, giving more weight to serious offenses like homicide and rape. This provides a more accurate picture of public safety than traditional crime rates. 

Benefits to analysts

It enables analysts to:

  • Target resources by identifying the highest harm offenders or harmed victims and victim-offenders.

  • Understand harm trends and how those may differ from count measures

  • Identify harm spots and map harm compared to count

  • Evaluate interventions beyond just looking at the prevalence and frequency of offending

  • Develop evidence-based strategies and track the impact

We’re pleased to welcome Dr Eleanor Neyroud, Research Manager and tutor at the Cambridge Centre for Evidence Based Policing as our expert speaker. She has also worked as a data analyst with the Met Police, supervises and lectures on the Masters course for applied criminology and policing management.

  • Session One: An introduction to the Cambridge Crime Harm Index (CCHI) and other weighted crime harm indices with a look at their benefits and limitations

 

  • Session Two: A look at practical uses for the Cambridge Crime Harm Index (CCHI) to map harm, guide, target and measure performance 

 

  • Session Three: A demonstration of using crime data to create a harm map and how to use it to measure impact of a hot spots policing operation
