Covert investigations: understanding Directed Surveillance and Intrusive Surveillance, 27 June 2024

 

• Explores the two types of surveillance activities – Directed Surveillance and Intrusive Surveillance

 

• Provides a clear understanding of the differences between Directed Surveillance and Intrusive Surveillance, including practical examples and scenarios to assist in understanding this complex area of investigation.  

 

• The event will also look at what is probably the biggest area of vulnerability in any surveillance operation; how the surveillance product is obtained and managed.

 

• There will be the opportunities to ask questions and discuss practical issues.

Session One: Intrusive Surveillance

This session will examine exactly what constitutes Intrusive Surveillance. It will consider which organisations can undertake Intrusive Surveillance and the circumstances under which it can be considered in an investigation.

​

This session will examine a number of practical examples including when the use of drones can constitute Intrusive Surveillance or the use of devices outside of premises or vehicles can lead to unintentional Intrusive Surveillance.

​

As Intrusive Surveillance authorities often require a Property Interference Authorisation, this session will also consider the parallel considerations of Property Interference.

 

Session Two: Directed Surveillance

This session will examine what is Directed Surveillance and the difference from Intrusive Surveillance to make the activity as operationally accessible as possible.

​

It will consider the framework that should be applied when considering if an activity meets the requirements for an authorisation.

​

This session will look at a number of practical issues and scenarios to assist in understanding the complex area of business, including the use of observations when conducting arrests or the use of CCTV in public areas for surveillance activities.

 

Session Three: Product Management and Safeguards

Recent cases and guidance have meant that the material which is obtained from Directed or Intrusive Surveillance can and is being challenged in criminal proceedings.

​

This means that investigators can’t only focus on the operational surveillance but now they need to be just as focussed on how the product of any surveillance is managed.

​

This session will look at the most up-to-date guidance regarding product management safeguards, including the IPCO Data Assurance Programme.

​

The remainder of the session can be utilised for attendees to ask questions and discuss practical issues facing them in the workplace.

 

About our expert

The day will be led by expert trainer and Adrian Ramdat, a former investigator who spent over 26 years working operationally at a local, regional, national and international level in various covert roles including as a covert operative, manager and head of a Covert Management Operations Unit. 

​

He was also previously seconded to the National Policing Improvement Agency where he held the portfolio for Covert Law Enforcement.
