Provides an understanding of the differences between Threat, Harm and Risk and how they can be applied effectively in an operational environment.
This is vital to ensure better decision making, that resources are deployed proportionately, safeguarding actions are justified, and decisions are legally and operationally defensible.
Introduces the THRIVE risk assessment model and how it can be applied to assess Threat, Harm and Risk. The THRIVE model is a risk assessment framework used by UK police forces to determine the appropriate response to incidents. It stands for Threat, Harm, Risk, Investigation, Vulnerability, and Engagement.
By considering these factors, investigators and analysts can assess the level of risk and prioritise the most effective course of action, ensuring a consistent and adaptable approach to incident management.

Why is Threat, Harm and Risk important?
In modern law enforcement and intelligence work, the ability to distinguish between threat, harm, and risk is essential to making sound operational decisions.
These terms are often used interchangeably. However, they serve distinct but complementary purposes.
Without this clarity, agencies risk either underreacting to serious danger or overcommitting to low-priority issues.
This workshop will include:
Session One: Exploring the difference between the terms threat, harm and risk so they can be clearly articulated and how these can manifest differently across domains and how understanding them helps to drive better prioritisation in an operational context.
Session Two: Building on the understanding of threat, harm, and risk, this session introduces the THRIVE model; a structured approach to decision-making used widely in policing, intelligence, and multi-agency contexts.
The THRIVE model encourages professionals to move beyond instinct or checklists, providing a defensible method to assess situations, prioritise action, and identify safeguarding needs across a broad range of scenarios.
This session will show how THRIVE supports law enforcement and intelligence teams in real time, whether planning covert operations, evaluating safeguarding concerns, or assessing community threats.

About our speaker
The day will be led by expert trainer Adrian Ramdat, a former investigator who spent over 26 years working operationally at a local, regional, national, and international level.
He worked in various covert roles including as a covert operative, manager and head of a Covert Management Operations Unit.
He was also previously seconded to the National Policing Improvement Agency where he held the portfolio for Covert Law Enforcement.
